Default Can i say: يطفق بلال يكتب ?

Salam waleykum, in p.41 book 3 key,

we can find the sentence:

طفق بلال يكتب

(Bilal began to write) (pas tense ?)

Can I say the same thing put in mudaria3:
// يطفق بلال يكتب

(Bilal is begining to right (present tense))

?

Salāmou'aleikoum wa rahmatoullāh wa barakātouh,

I know that it is not allow (as far as you want to convey the meaning of بدأ, otherwise the mudāri' form exists but it is not used to convey the meaning of beginning ).

But a question still remains:

in key of book 3, as you quoted, the sentence:

طفق بلال يكتب

is translated as "Bilal began to write".

So how would you translate "Bilal is begining to write" ?

Personnaly, I would also say:
طفق بلال يكتب
or more intuitively:
بدأ بلال يكتب

Actually, the core question behind this issue would be :

Can the construction بدأ/شرع/طفق/علق/جعل/أخذ/أنشأ + Ism + Khabar mudāri3 denotes
- an action which is starting right now, that is at the time of the speech, and/or
- an action which started before the time of the speech

?

In other words, what's the time frame in the usage of this turn of phrase ?
