Follows the input from Dr. Abdur Rahim:
First of all, there is a spelling mistake. The word الْمُثَنَّاة has been written without the alif.
The word جَمْعَ is maf"uul muTlaq of the word الْمَجْمُوعَةَ, and the سَالِماً is the na"t of the word جَمْعَ which has no tanwiin because of its being muDaaf.
The taqdiir is:
الكَلِمَاتُ الَّتِي جُمِعَتْ جَمْعَ مُذَكَّرٍ سَالِماً.
If you omit the word مُذَكَّرٍ, we say:
الكلمات التي جُمِعَتْ جَمْعاً سَالِماً.
