Answer from Shaykh:

wa alaykumussalam

This is jaarr and mjruur. It is Zarf in meaning but not in grammatical function.

In the sentence,it is the muta"alliq of the khabar which has been omitted. The taqdiir is:
huwa istaqarra bi-mar'an minnii (He has positioned himself in my sight range.)
